As Chief Legal Officer and Executive Vice President of Corporate Development for Libra, Phil successfully manages complex litigation and institutionalized the company’s legal and regulatory affairs department. He founded and grew two industry trade associations with national reach and significant legislative and lobbyist engagement. He also helped source and close multiple acquisitions that have led to transformative growth of product and revenue for the company.

Phil is a lawyer and longtime entrepreneur who graduated with his JD degree from Brooklyn Law School, worked as a practicing attorney, and founded Coast to Coast, a successful plaintiff funding company that he sold in 2016. He was a founder and past president of Americans for Patient Access, where he currently serves as a board member, and is also a founder and board member of The Alliance for Responsible Consumer Legal Funding.

Phil proactively manages regulatory affairs for Libra, leveraging his understanding of the industry and state law to increase the reach of product offerings. This includes helping manage the company’s best-in-class capitalization structure and ABS offerings as fuel for continued growth.
